Job Description

Role & Purpose

Provide leadership, support and advice to the company, employees, and other interested parties, ensuring goals, objectives and expectations are managed and met including those identified in the wider context of the organisation’s commitments and legal obligations, ensuring the continued improvement and development cycle of the Company Management System (CMS), in line with company working practices and voluntary obligations ISO 9001, 14001 & 45001, taking ownership of required changes and implementation of systems to mitigate risk importation. Identify weaknesses via internal audits and site inspections, monitoring work conditions or unsafe acts on site, assist in managing unsafe conditions and advising on corrective actions, monitor the life cycle of corrective actions to ensure timely close out on issues identified.

Key Duties and Responsibilities:

  • Provide proactive support and leadership, and advice to management & colleagues relating to Health, Safety,
  • and Environmental issues, taking leadership in identifying and recommending improvements.
  • Assisting in the development the Company Management System (CMS), in line with company working
  • practices and voluntary obligations ISO 9001, 14001 & 45001, taking ownership of required changes and implementation in agreement with the HSQE Manager & Business Directors.
  • Responsibility and Accountability for the checking and monitoring works undertaken on site are compliant with Legal, Company & Client requirements and any discretions are reported, and corrective actions are tracked and closed out in line with company policy.
  • Responsible for supporting, assisting, and advising operational staff on the production of risk assessments andmethod statements, in line with company procedures and policy in order to achieve safe practicable working conditions.
  • Advise management and staff on current information concerning health and safety policies and practices in particular requirements related to the Power, Water & Rail environments
  • Conduct accident / incident investigation (taking a lead role); liaise where necessary with internal staff and outside agencies to reach a satisfactory conclusion, identifying and recommending changes to working practices as required.
  • Plan and complete Internal Audits in line with the company audit plan, track, and monitor close out of any corrective actions identified at audit.
  • Production and responsibility for the development of the company Risk, COSHH, HAV and Noise assessment data bases.
  • Assist in third party audits and company accreditation

Role specific Duties and Responsibilities:

  • Leadership and Responsibility for the promotion and development of a ‘safety first’ culture within the business,
  • providing proactive informed support and advice to management & colleagues relating to Health, Safety, Quality, Environmental and Compliance issues.
  • Responsible for checking and monitoring works undertaken on site are compliant with Legal, Company & Client requirements and adhering to the checking procedures as directed by the HSEQ Manager.
  • Responsible for ensuring robust risk assessments and method statements are in place for all works being undertaken, and accountable for ensuring any remedial actions identified are actioned.
  • Monitor “Site Audit Log” and manage site inspections as per inspection programme and works risk profile. Delivery of Company Inductions, Briefings, Toolbox Talks & Behavioural Exchanges.

Knowledge, Experience, Skills and Behaviour:

  • Good communication skills, fluent in both written and oral English, the ability to communicate confidently and clearly is imperative.
  • Competent in Word, Excel, and Outlook software, with working ability in PowerPoint and Visio.
  • Hold a Full UK driving licence and be medical fit to attend Power, Water and Rail sites.
  • Accuracy and attention to detail, reliable, punctual, with a proactive methodical and detailed approach to work.
  • Ability to work effectively as part of a team whilst always maintaining equanimity.
  • Working to tight deadlines with the ability to influence others and co-ordinate workflows.
  • Be responsible for your personal safety and that of all personnel under your authority, including others who may
  • be affected by the company’s activities, you will understand and implement the Company Safety Policy and other Company policies
  • Set a personal example regarding health, safety, quality & Environmental matters.
  • Appreciate the responsibilities of personnel under your authority and ensure that each employee knows his/her responsibility and are equipped to play their part.
  • Ensure accident, near-miss and Close Call reporting procedures are understood and implemented.
  • Assist with accident investigations where appropriate.
  • Ensure all employees and sub-contractors under your authority are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate.
  • Reprimand and report any employee for failing to discharge their health and safety responsibilities.
  • Ability to implement a behaviour lead safety culture.
  • Confident when dealing with others.
  • Ability and knowledge to demonstrate best practices in relation to safe working within a Power, Water and Rail construction environments, including plant and equipment, and monitor works in line with Company, and client procedures and standards.
  • Ability to develop and issue safety information, such as toolbox talks, briefing, behavioural & culture briefings. Develop practical solutions and written methods of works to reduce the risk to the company and staff when undertaking work activities.
  • The holder of this position should have a strong understanding of the ISO 9001, 14001 and 45001 standard and requirements to achieve and maintain certification to this level.

Training Desired:
  • PTS AC & DCCR Certificate
  • EUSR Thames Water Passport 
  • UKPN Substation Entry 
  • NEBOSH certificate of competence (Tech IOSH desirable) 
  • IEMA membership (desirable) 
  • Internal Auditor (desirable)
