Embedded within the Economic Growth team of our Economic Development Service, this role is instrumental in maximising social value and economic benefits through major developments, including Section 106 agreements. Working collaboratively with the Strategic Lead – Social Value and the Planning team, you will help deliver the goals of our Industrial Strategy.
Key Responsibilities:
Process Development & Monitoring:
Develop and manage robust systems to capture, monitor, and report on social value and economic benefits derived from major developments, with a primary focus on Section 106 agreements.
Collaboration & Integration:
Work closely with Planning and Legal teams to ensure processes for securing and delivering social value are efficient and effective.
Data Management & Reporting:
Collect and analyse data on social value and economic outcomes, ensuring timely and transparent reporting through appropriate governance channels.
Strategic Support:
Assist the Strategic Lead – Social Value in refining and implementing strategies to secure economic benefits through Section 106 agreements, collaborating with Economic Development Service and Planning teams.
Legal & Planning Input:
Support the drafting of Section 106 agreements, particularly sections related to economic benefits, and advise on their implementation during planning assessments.
Legislation & Best Practice:
Stay updated on relevant planning legislation and best practices related to securing economic benefits through Section 106 agreements.
Sustainability Alignment:
Ensure all activities align with the Council’s climate and ecological emergency declarations.
About you:
Knowledge & Skills
Comprehensive understanding of economic development within the context of local government.
Familiarity with securing social value and economic benefits through the planning system, particularly using Section 106 agreements and associated legislation.
Proven experience in collaborating across departments and managing complex organisational boundaries to achieve shared objectives.
Strong ability to analyse complex data and communicate insights effectively in clear, accessible language.
Excellent written, numerical, and data literacy skills.
Solid knowledge of project/programme management and stakeholder reporting.
Experience
Demonstrated ability to work with planning systems to assess applications and secure social value and economic benefits from major developments.
Proven track record in preparing briefings on complex topics for senior stakeholders.
Effective time management and prioritisation skills within a fast-paced, high-pressure environment.
Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
