Overview
The primary role of this Development Manager (Pre-Contracts) position is to manage and implement one or more asset and growth projects, ensuring innovation, best practices, and value in commissioning and delivery. The post-holder will collaborate with internal and external departments and agencies to ensure the appropriate development and implementation of projects. They may work under a Senior Development Manager on larger projects or manage smaller projects independently. Experience working within a local authority is advantageous.

The Development team is dedicated to executing the Assets and Growth Strategy. This involves delivering complex development and regeneration schemes, new housing supplies, and community assets such as schools and facilities. Additionally, the team aims to generate capital receipts, create new income streams, and manage stakeholder and community relationships effectively.

Description of Duties
Manage Specific Projects: Oversee regeneration and development projects or portfolios of work.
Develop Options: Create options for the physical development and regeneration of Council sites, including large-scale new-build housing and mixed-use developments with environmental and community safety improvements.
Liaise with Departments: Ensure wider corporate objectives are integrated into option appraisals and development briefs and develop innovative methods to deliver on the ‘Sustainable Communities’ agenda.
Advise on Procurement: Assist and advise on the procurement, development, and delivery of regeneration projects, ensuring the highest standards of design, innovation, sustainability, and construction best practices.
Planning Applications: Successfully deliver planning applications for cross-tenure housing supply and capital receipts for reinvestment in new and existing housing stock and/or community facilities and services.
Supervise Consultations: Guide consultations with residents on estate regeneration or mixed-use schemes in collaboration with the consultation and community involvement team and the tenant participation team. Ensure consultation methods and communications support the investment and programme objectives of the Regeneration programme.
Monitor Progress: Report on progress towards project milestones and physical and financial targets to Senior Managers and elected members. Manage, monitor, and report on consultant performance as required.
Matrix Management: Oversee and coordinate the work of project teams, including consultation staff, external consultants, agencies, and developers, ensuring compliance with development agreements and plans.
Maximise Benefits: Work with the Council’s Property Services Team and external valuation and marketing/sales advisers to maximise the physical and financial benefits from the redevelopment of land and assets.
Liaise with Legal Services: Collaborate with the Borough’s Planning and Legal services on tenancy, planning, development legislation, and land law matters. Ensure all proposals and appointments comply with national and EU statutory and legislative requirements, and the Council’s Standing Orders, Financial Regulations, and other relevant procedures.
Effective Liaison: Maintain effective communication with Residents, Members, Housing Management, Needs and Allocations, Housing Repairs, Home Ownership, Borough Valuers, Borough Solicitor, and internal and external regeneration and funding agencies and partners.
Flexible Working: Work flexibly from Council offices, sites, and consultants’ offices as necessary. Attend evening and weekend meetings as required, and work directly with members, residents, and the public in consultation meetings, workshops, and exhibition events. Manage conflicting priorities and work to tight deadlines.

Experience working within a local authority is advantageous.
