Red Personnel is proud to partner with the London Borough of Hammersmith & Fulham (LBHF) to recruit a dedicated Inspector (Works) for their Highway Works Coordination & Licensing team. This is an exciting temporary opportunity for an experienced professional to contribute to the borough's street works and highway infrastructure while ensuring compliance with relevant legislation.
Role Purpose:
- Conduct inspections, record findings, and report on street works, licenses, and highway defects in accordance with relevant laws and regulations.
- Ensure the safety and integrity of the borough's highways while maximising income for the council.
Key Responsibilities:
- Carry out systematic and ad hoc highway inspections, ensuring compliance with New Roads and Street Works Act 1991, Highways Act 1980, Road Traffic Acts, and Traffic Management Act 2004.
- Issue notices and instructions to contractors, utility companies, and emergency services to address defective works and surface defects.
- Record and collate safety and defect inspection data to demonstrate legal compliance.
- Attend site meetings to advise on and agree traffic management plans, minimising disruption.
- Validate accuracy of permit conditions and utility company data.
- Support enforcement actions, including issuing Fixed Penalty Notices and assisting with legal proceedings for non-compliance.
- Coordinate public highway activities, including planned maintenance, statutory works, and events.
- Contribute to emergency planning and responses as required.
Essential Skills & Qualifications:
- Street Works (NRSWA) Supervisor Accreditation
- Practical experience in Highways or Street Works industry
- Strong understanding of relevant legislation and compliance requirements
- Proven experience carrying out highway inspections
- Strong IT and database management skills
- Excellent communication and interpersonal abilities
- Ability to analyse complex data and contribute to strategic decision-making
Desirable:
- Membership of a relevant environmental institution
- Experience with CONFIRM or similar asset management systems
- Experience in condition survey data modelling and assessment
