Job Description

The operations liaison engineer is Responsible for a geographical area; they lead the operational engagement between operations and the project delivery teams. This role focuses on facilitating successful asset delivery through design, implementation, operational takeover, and post-takeover support. It ensures safeguarding site, process, regulatory, and statutory requirements while maximising benefits to Thames Water.

What you’ll be doing as an Operations Liaison Engineer
  • Promote the Thames Water Three Zeros culture, monitor contractor health and safety, and work with contractors to address issues and improve site health and safety performance.
  • Support the well-being of team members and colleagues.
  • Understand and support operational compliance requirements, liaising with the project team to maintain compliance.
  • The project teams and operations understand the underlying drivers of needs and any operational synergies across their operational area and broader programme.
  • Lessons learned from previous projects agree on the most effective solutions.
  • Ensure project objectives meet the End User's requirements, considering the required business outcomes and available budget.
  • Develop relationships with the project delivery teams to ensure a culture of end-user involvement is embedded across the programme.
  • Adopt the standardised approach to operational engagement to ensure efficient governance and that the engagement meets the necessary quality standards.
  • Support the design process, ensuring Operational layouts and functionality are in line with Best Operating Practices.
  • Support critical design reviews. (Solutions review / Challenge Workshop, HAZOP, HAZCOM, SWIFT).
  • Understand and agree as the operation’s representative risks, outages and schedules, ensuring these are effectively decided upon and communicated at appropriate levels within Operations.
  • Understand and agree, as the operations representative, on-site access, mobilisation, and availability of plant and personnel to facilitate construction, integration, commissioning, training, and Takeover.
  • Facilitate definition and agreement of TOCOPs and TWOSAs.
  • Understand and agree with, as the operations representative, the training needs of Operational personnel and decide on training schedules with project teams.
  • Liaise with project teams to agree on passing through key milestones. (Start on Site, start of commissioning, start of Takeover procedures).
  • Liaise with project teams to agree on ownership and responsibilities during the Take Over process.
  • Agree on post-Take Overworks.
  • Verify as Operations representative, readiness for Take Over; approval of Project Agreement Document. (PAD)
  • Support operations post-take-over to ensure the benefits are embedded and the projected operational requirements are achieved.
  • Where necessary, implement and manage improvements post-takeover.
  • Contribute to Lessons Learned reviews from an Operational perspective, ensuring results are used in future projects.
  • Input to End User Satisfaction Surveys, feeding into continuous improvement.
Hybrid – Maple Lodge.

36 hours a week, Monday to Friday. This role will require you to be in the office and site-based as the needs of the business require you to.

What you should bring to the role
  • HNC or above in an appropriate engineering subject or significant experience in a similar role.
  • Experience in an operational role related to water/wastewater/networks as appropriate to the specific appointment.
  • NEBOSH General or Construction Certificate, SMSTS or IOSH.
  • It is understanding the development of design, construction and operation of infrastructure and non-infrastructure projects.
  • Understanding of performance and quality management.
  • Understanding of delivery Forms of Contract.
  • Extensive Operational understanding and experience across Thames Water.
  • Knowledge of the challenges faced by operational teams.
  • Ability to identify and break down system processes and operational and technological difficulties to assist in developing solutions.
  • Experience in managing operational interventions.
  • Experience in liaising with Capital Delivery project teams.
  • Strong interpersonal skills.
  • Technical knowledge of water/wastewater operations.
