770100601 – Senior Civil Enforcement Officer

Overview
On behalf of Buckinghamshire Council, Pertemps Recruitment have an exciting opportunity for a Senior Civil Enforcement Officer to join the Parking Enforcement team in Aylesbury. Working alongside the Parking Enforcement Supervisor, you will be required to patrol and issue Penalty Charge Notices across the County’s parking areas, including on and off street

Temporary – until April 2025
Hours – 37 hours per week (shifts between 07:00 and 22:00, Monday to Sunday)
Pay Rate – £14.78 per hour PAYE
Start Date – ASAP
Location – Walton Street, Aylesbury HP20 1UA

About the role
As a Senior Civil Enforcement Officer, you will have a number of responsibilities including, but not limited to the following:
  • Act as duty Supervisor when requested, in the absence of the Parking Enforcement Supervisor, providing support for colleagues, leading team briefings, and ensure shift patterns, deployment levels, and patrols are rolled out in accordance with service requirements and work is carried to a high standard.
  • Organise workload and ensure effective delivery of the service, meeting customer needs and changing service requirements.
  • Train all Civil Enforcement Officers in every aspect of their role; regularly reviewing the training programme and making amendments to deliver improvements.
  • Respond immediately to requests for assistance from staff in confrontation with aggressive and violent members of the public. In dangerous situations to call for police assistance.
  • Suspend and reinstate parking bays or places including the installation or removal of signs and notices as requested.
  • Carry out checks on the Parking Equipment and on the parking assets and report any repairs or maintenance issues; liaise with contractors as instructed. This includes signs and lines (on and off street)
  • Upload / download data from the handheld terminals and utilise Council systems such as pay by phone to determine infringements.
  • Carry out winter maintenance and car park lighting scouting procedures as required.

About you
The successful candidate(s) must have:
  • NVQ Level 3 Civil Parking Enforcement qualification or equivalent experience
  • Significant practical experience and understanding of enforcement and of issuing penalty charge notices and the legislation requirements for enforcement
  • Effective interpersonal skills when dealing with public and stakeholders and ability to resolve conflict within the context of enforcement
  • Ability to work under pressure, create work schedules and plan ahead to achieve objectives
  • Able to meet shift/role requirements, which is working 37 hours a week between 07:00 and 22:00 on a seven day operation
  • This post is covered by the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and/or unspent convictions
