Job Description

Service Manager, £622.50phd, SEND Contract & Quality Services
Pertemps are recruiting for a highly experienced Service Manager to lead the Contract & Quality function in relation to commissioned services in children’s SEND, children’s social care & public health services.

This post will provide operational leadership & coordination for a portfolio of services within the contract & Quality Management function within the Commissioning and Integration Service (People Commissioning) in the Health and Wellbeing Department (total circa 500+ contracts, 250 + provider organisations with an annual  value in excess of 137 million).
 
Main duties:
  • Provide management to a team of 7 contract managers and officers in relation to contract management of commissioned services, including the identification of financial, commercial and reputational risks to the council and its partners
  • Lead the response in relation to performance, quality and value for money of in excess of £140m of commissioned activity per annum
  • Develop and implement clear contract management processes which ensure the delivery of positive outcomes and ensure value for money of commissioned services
  • Engage with senior leaders to set strategic direction in relation to commissioned services and ensure clear and evidence-based decisions
Requirements:
  • Experience managing staff including giving specialist advice and guidance
  • Experience of financial planning and budget management
  • Experience at a senior level (minimum of 3 years in the specialist area , minimum of 1 of which in a management role)  of contracting and procurement including market development, provider negotiation, contract development and monitoring
  • Experience of working with, building networks and influencing external / partner organisations including giving specialist advice and guidance
  • Experience of developing, implementing and managing policies, procedures and systems ensuring that performance measures and quality outcomes are met
