Job Description

Network Recruitment Wales are recruiting a Construction Officer for a temporary posistion with one of our clients. 

Responsible for: Arranging and managing all the statutory testing surveys for the authorities buildings, to ensure full compliance with the regulations, (e.g. Asbestos re-inspections, mansafe system testing, safety glazing surveys, roller shutter doors and automatic doors servicing etc).

Principal Accountabilities
1. Manage the statutory testing for all local authority buildings to ensure all necessary surveys are undertaken at the required intervals.
2. Manage any work that comes from the statutory survey reports.
3. To undertake asbestos management in buildings and ensure that the Authority does not breach regulations or expose officers or the public to risk for asbestos.
4. Work with colleagues in the authority to manage compliance of buildings with contractual terms of Tenancy agreements, and report breaches to senior management for follow-up action.
5. Implement the Divisions responsibilities for Health & Safety.
6. Adhering to current asbestos regulations, legislation, specifications, British Standards, Codes of practice and CDM Regulations.
7. To act as Clerk of Works for construction projects of ranging complexities.
8. Liaise directly with officers, senior management, building occupants & the public in relation to site safety issues, construction defects and to ensure that buildings are designed to be constructed, operated, maintained and demolished safely.
9. Undertake management & administration of minor works projects and to assist in Building Surveying duties.
10. Liaise directly with Contractors, subcontractors & HSE in relation to Asbestos issues.
11. Attendance at meetings with clients, senior management, external agencies, consultants and contractors.
12. Maintain Continual Professional Development to keep aware of revised legislation, new building products etc.
13. Motivate, encourage the development of staff.
14. Assist in the preparation of Departmental & Corporate Plans and Policies.
15. Undertake any other duties that may be required.
16. To comply with the relevant sections of the Authoritys policy statement on Health, Safety and Welfare at Work.
17. To adhere to the principles of the Corporate Equality Policy and ensure commitment to anti- discriminatory practice.
18. To assist Building Services Engineers including CAD, preparation of specifications etc.

Person Specification  
1. Qualifications & experience Assessment Method
Qualifications/relevant experience Essential / Desirable Application Form Interview Other 
A minimum of HNC / HND or equivalent qualification / or time served in Construction / Building Assets discipline. Essential ?
A degree in closely related discipline and full membership of an appropriate professional body.
Extensive knowledge of dealing with issues in one or more of the following areas: Asbestos, Construction, Building Surveying, CDM, Clerk of Works duties, Mansafe Systems, Safety Glazing.
Experience of statutory testing in commercial buildings. 
Experience of dealing with all aspects of building construction / building assets and design in a non- domestic context. 
Asbestos P402 and or P405 Qualification
Experience of working in a local authority environment.

Other experience
Able to undertake duties of a physical nature as specified and be capable of dealing with site issues including inspections, people face to face or over the phone.

Knowledge/Skills
Excellent IT skills, proficiency with e-mail and Microsoft Office software
Ability to use CAD software 
Ability to produce clear, concise and attractive project documentation 
Dealing with people face to face 
Candidates must me able to demonstrate an ability to work on their own initiative
