Role Purpose This role will focus primarily on leading the delivery of a walking, cycling and accessibility action plan and the completion and publication of a transport strategy monitoring report. Both projects are significantly advanced, so the post holder will be required to hit the ground running and work with internal and external stakeholders to successfully complete these projects. The successful candidate will also be expected to respond to emerging transport policy demands as well as manage relations with external stakeholders.
Responsibilities The successful candidate will be expected to quickly get to grips with and progress two key documents; an action plan for walking, cycling and accessibility, and a transport strategy monitoring report:
- The Transport Strategy includes commitments to deliver walking, cycling and accessibility action plans that build upon the overarching objectives, principles, policies and commitments set out in the Transport Strategy and describe the Council’s proposals for encouraging walking and cycling and improving accessibility in greater detail.
- In 2021 the council published a Council Transport Strategy monitoring report. This report provides a summary of progress towards delivery of the strategy and provides commentary on any significant observations and trajectories towards stragic targets.
Both are substantially complete, but will require someone with appropriate experience to take them through the appropriate stakeholder engagement and governance for adoption and publication.
Requirements • a broad understanding of transport planning policies, principles and issues;
• experience of working within a recognised project management framework;
• an ability to provide expert advice to elected members, management and less experienced colleagues;
• experience in drafting responses to consultations on behalf of a local authority;
• an ability to draft funding bids and lobby for investment;
• an understanding of the requirements to deliver complex transport or public space projects; and
• a qualification in transport planning, highway engineering, urban design, town planning, regeneration, project management or a related discipline to degree level or equivalent with a proven track record of successful post-qualification practice.
