Role Purpose

To lead on the design and delivery of projects within the healthy streets team at the Council. These projects are public realm improvement projects such as Sustainable urban Drainage Schemes (SuDS), greening the grey, and area-based improvements projects.

Responsibilities

To be responsible for the engineering and project management required to go from conception, design, and to delivery on individual projects (including SuDS) or incorporated into larger schemes.
To have a proven track record in managing the design and delivery of projects.
To lead the development of SuDS and greening works across the borough liaising with both internal and external asset owners and key stakeholders.
To lead on writing funding bids to secure external funding for projects.
To manage individual project budgets costs for projects, assessment of all contractor claims, reviewing external funding streams and including producing monthly monitoring reports for the Service Manager and Assistant Director and Finance.
To ensure the Council is compliant with current legislation relevant to the Team’s service including codes of practices, Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010 and Town and Country Planning Act 1990 including required codes of practice and statutory instruments where applicable to the role.
To ensure the delivery of effective engagement and consultation on projects, taking a lead role in communication with members, the public and other stakeholders including attending site, resident, and stakeholder meetings.
To manage community-based greening and SuDS projects working closely with communities and businesses to ensure outcomes are met.
To advise the Cabinet Members, Councillors’, and senior professional officers throughout the Council on technical and professional matters on flood risk mitigation, project progress and delivery.
To respond to inquiries from members of the public, Councillors, stake holders, and other departments of the Council and to take appropriate action, without prejudicing the Council's position in litigation over accidents, planning appeals, and traffic enforcement.

Requirements

To have proven experience of working in the public sector, experience in the transport and highways industry at project management level, knowledge and experience of current legislations including the Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010 and Town and Country Planning Act 1990 including required codes of practice and statutory instruments.
To have the technical expertise and experience for the design and delivery of highway and public realm projects.
To have experience developing a conceptual idea and evolving this into detailed design for individual projects or incorporated into larger schemes.
A degree level qualification (or equivalent experience) in engineering or similar discipline.
Street Works (NRSWA) Accreditation or similar.

Contract
1) The role will be on-site, office based, with some working from home. Any candidate must be able to work at least 3 days week in the borough to attend site, depending on number of projects on-site.
2) Candidates must have some experience using AutoCAD.
3) Experience working for a local authority is preferred.
